The main objective for the Encroachment Engineer is to provide support for the safe operation of Company's pipeline facilities through the engineering evaluation (design review, stress calculations, etc.) and communication to/from 3rd Parties that present encroachments to the Company's assets. Responsibilities include, but are not limited to: Review and evaluate project plans of proposed development and construction activities in close proximity of Company pipeline rights-of-way and its impact to pipeline facilities. Determine the constructability of the proposed plans and the impact the construction will have on the Company's pipeline. For example, evaluate how the Company pipeline will be supported and protected while 3rd Party construction is in progress. Ensure proposed development and construction are being designed and constructed in accordance with the Company's Encroachment Evaluation Specifications and Regulatory Agency requirements. Perform pipeline stress analysis associated with the encroachment including heavy equipment crossings, roadway and railroad crossings over existing pipeline, and provide pipeline protection recommendations where applicable. Provide written recommendations, design modification guidance and/or stipulations to Encroachment Agreement or Letter of No Objection issued to encroaching entity by Company Land Department. Perform seismic vibration analysis for any planned blasting operations or construction induced vibration activities near or within Company pipeline rights-of-way. Internal coordination with various departments within Company - Primarily Land, Operations, Field Engineering, Asset Integrity, and EHS&T. Interface with private and governmental agencies, 3rd Party Owners/Operators, developers, contractors, engineers and potential partners to define project parameters and proposal scenarios. Attend industry, federal, state, city, and county development meetings as required to coordinate work and provide necessary information pertaining to new or ongoing projects. The successful candidate will meet the following qualifications: BS in engineering - Civil, Mechanical, or Construction Science. Excellent writing and communication skills are essential. Must effectively communicate with internal and external stake holders. Proven ability to write technical information using appropriate grammar, punctuation and spelling for concise reader-friendliness and clarity. Preferred Education and/or Experience PE licensure in the State of Texas or ability to obtain PE licensure within 6 months of hire. PE licensure in other states that the firm is actively practicing may also be considered. Ability to process engineering stress calculations per API 1102. Proficient in the application of API recommended practices 1102, 1104, 1117, 1166, 1172. Proficient in the application of 49 CFR 192 and 195. Proven ability to manage multiple priorities and deadlines. Familiar with GIS, Google Maps and Blue Beam. Other responsibilities include, but are not limited to: Organize, lead, and participate in improvement initiatives, projects, and process optimization teams to deliver specific, focused, time bound improvement objectives. Monitor operations on a daily/weekly basis, reviewing KPI's, operating logs, Distributed Control System (DCS) trends, quality results, and other sources of data to ensure reliable, consistent, and cost effective operations. Intervene where appropriate to identify and resolve operating issues. Manage capital project assignments as necessary to support EHT plant improvements. Maintain the calculation basis for unit's permits and prepare emission event calculations. Provide production and process optimization, troubleshooting, data analysis, and technical support to the operations organization. Develop process standards, operating procedures, diagrams, training materials, and job aids as required to properly document, teach, and manage site operations. Implement, monitor, and maintain reliability improvement techniques such as predictive and preventive maintenance, root cause analysis, and risk-based inspection. Track variable costs and look for ways to reduce those costs via process optimization. Ensure compliance with all steps of OSHA 1910.119 / Process Safety Management and DOT regulations. Satisfactorily perform other duties as assigned. The successful candidate will meet the following qualifications: A minimum of a Bachelor's degree in Chemical Engineering is preferred. A minimum of (3) years of experience in a chemical plant environment, or related industry is required. A minimum of (3) years of experience with production, process, or mechanical troubleshooting and optimization activities is required. Experience with light hydrocarbons and OSHA 1910.119 (PSM) is preferred. Proficiency in basic Microsoft Office tools (Word, Excel, Outlook, etc.) is required. Working knowledge of reliability improvement techniques such as predictive and preventive maintenance, root cause analysis, risk-based inspections, and total productive maintenance is preferred. Experience with Process Modeling software, such as Hysys, is preferred. Must show strong initiative, be self-motivated, work with minimal supervision. Must have excellent communication skills, both verbal and in writing, and be detailed oriented with the ability to handle fast-paced projects with constantly changing priorities and scope. Must be proficient in balancing multiple priorities and activities and be able to meet deadlines in a timely and accurate manner. Must demonstrate a proven track record of working in a team environment, possess a strong technical/problem solving aptitude and be data driven. The person will work under the direction of the Rail Electrification department manager, perform preliminary engineering and/or detail engineering design for traction power system for people mover, light rail, heavy rail, and commuter rails systems, develop engineering cost estimate to support company pursuits, mentor and train early career professionals, and provide leadership to engineering and CAD design staffs.District OverviewKiewit Infrastructure Engineering's Design-Build team is driving clients to turn to Kiewit during all stages of design-build projects. With top-notch health benefits, a wealth-building 401k plan, and unbeatable growth opportunities, by joining Kiewit, you're ensuring a lifetime of success.LocationThis position is based out of our Chicago IL, Mclean VA or Houston TX location with opportunity to work a hybrid work schedule.ResponsibilitiesResponsible for developing Traction Power and/or Facility Electrical design and technical specifications from concept level to final detail-design level for rail and transit projects, including but not limited to MV and LV Distribution, AC and DC switchgear, electrical power and lighting systems, cable routing, lighting protection, Grounding, and EMC designs.Shall be able to perform Electrical Calculations and Studies using software such as ETAP, SKM, etc. Coordinate and interface with other disciplines, construction team, and clients during design and construction phases.Support technical proposal development and develop design cost estimate.Ensure a quality process in implementing any design, testing, and commissioning phases. Communicate directly with the Engineering Manager/Project Manager in all aspects of project development.QualificationsBachelor's Degree in electrical engineering or related fields.Mater degree is preferred.8+ years of electrical engineering design experience.Minimum of 6 years of experience on electrical traction power design in Rail & Transit industry. Licensed professional engineer or ability to obtain PE license in 6 months. Experience in traction power simulation, preliminary, and detail design.Experienced in develop engineering cost estimate for traction power projects.Familiar with industrial standards and codes.Ability to guide and mentor early career professional.Ability to travel as business requires.Other Requirements:Regular, reliable attendance Work productively and meet deadlines timelyCommunicate and interact effectively and professionally with supervisors, employees, and others individually or in a team environment.Perform work safely and effectively.
