The Federal Reserve Bank has an opening for an Assistant Vice President (AVP) in our Technology Division. In this role, you will oversee End Point Solutions, Operation Engineering and Shared Business Services. End Point Solutions includes Desktop Support, Event Support, Service Management, End Point User Experience Monitoring. Operations Engineering ensures continuous operations with delivery, installation, monitoring and preventive maintenance for systems we support in the Ninth District. Shared Business Services includes the coordination of strategic business activities and administrative services. As the AVP, you’ll drive adoption of best practices while creating a culture of innovation, quality and continuous improvement. You will also be responsible for establishing IT goals, strategy and priorities and adjusting direction as needed to respond to Bank programs, Federal Reserve System (System) direction, and industry changes. In addition, you’ll be an active member of the Bank’s leadership team, and advise on Bank-wide policies, procedures and the work environment. Central to this role is achievement of the Bank’s key strategic efforts to deliver operational excellence and thought leadership for the Federal Reserve System and for the public, fostering a diverse and inclusive culture, and working effectively across departments in the organization with an emphasis on collaboration and consensus building.Responsibilities: Lead all local endpoint support for all things user technology based including new hires, hardware refresh, unique software install/removal.  Provide physical and virtual planning and day-of support for all collaboration efforts, including strategic direction and maintenance.    Lead service management functions including change, configuration and asset management services for the district and manage the Minneapolis services in ServiceNow, Service Catalog.  Provide end point user experience monitoring across the FRS system.  Recruit, hire, retain and grow talent in the organization.  Build a team of customer focused engineers who use technology to enable and grow our business. Identify and develop future leaders within the technology organization.  Explore and champion the adoption of new technology platforms, architectures and processes to meet and adapt to business needs and strategy.  Oversee the development, implementation and maintenance of FRB Minneapolis IT infrastructure, policy and procedures.  Work with information security to ensure security of FRB Minneapolis infrastructure, including implementing and enforcing security policies and procedures.   Lead internal Technology Division communications (Newsletter, staffing announcements, IT vision/strategy, presentations)  Provide coordination of objective development and reporting, coordination of Division Town Hall planning with leaders and staff, leadership meeting planning, performance management coordination across officer and leader community, technology division, on and off boarding of staff processes.  Partner with Finance for budget and ensure alignment with all cost targets.   Develop overall plans for organization that are comprehensive, realistic, and aligned to business strategies in meeting relevant System IT and Bank goals.  Establish goals and priorities and adjust direction as needed to respond to Bank programs, System IT direction, and industry changes.  Ensure compliance with all applicable Department, Bank, and System policies, and that standards, quality measures, procedures, and controls are met to ensure the highest level of public confidence and operational integrity.  Ensure the Bank’s information security environment complies with System standards and controls and effectively protects the IT infrastructure and Bank assets.  Represent the Bank at all levels across the System, and may assume leadership positions at the System level, including developing, recommending and implementing significant initiatives.  Influence IT standardization decisions and strategic initiatives through this participation and translates relevant activities into concrete action plans for the Bank.  Qualifications: Bachelor’s degree with concentration in computer science, management information systems or comparable technical discipline, or an equivalent combination of education and experience.  Advance degree is preferred.   Ten or more years of progressively more responsible professional experience in information technology in a large, complex IT environment with diverse technologies, solutions architectures and customer demands.   Four or more years of demonstrated leadership experience (to include direct supervision/management) in areas such as product and program management, process engineering, solutions development using an agile framework, data management and/or technical support of complex mission-critical systems.  Broad knowledge of current trends in information technology and technology solutions delivery and management.  Experience with cloud technologies is preferred.  Visionary leader with a proven record of addressing substantial challenges and successfully driving significant change through collaboration and matrix management.   Ability to motivate, develop and lead a diverse team of service providers through collaboration and consensus to reinforce a culture of service, accountability and innovation.  Experience in building consensus and support and resolving enterprise-level governance issues.   Strong financial acumen to assess key financial indicators and make decisions accordingly.  Demonstrated ability to make decisions in light of changing priorities or financial indicators.  Commits resources to achieve improvement opportunities.   Strong business acumen with excellent organizational, problem solving, influencing and negotiating skills.  Excellent day-to-day operating management skills – ability to execute coupled with a disciplined approach and an ability to effectively manage risk.  Highly developed interpersonal, presentation and communication skills with the ability to effectively relate and communicate at all levels, including the ability to explain technical matters in business terms.  Commitment to delivering a great customer experience with a personal and professional value system consistent with the culture and values of the Bank and the Federal Reserve System.  Ability to handle sensitive and confidential matters with judgment and discretion.  The Bank believes in flexibility to balance the demands of work and life while also recognizing the necessity of connecting and collaborating with our colleagues in person.
