Duties and Responsibilities (*Indicates an Essential Function) *Performs characterization tests on fiber optic cables, including OTDR, Chromatic Dispersion, Polarization Mode Dispersion, Electrical Tests (High Voltage, IR and DCR). *Analyze results and ensure compliance with specifications. *Safely operates various hand and power tools for preparing cable ends for test. Position Overview The Sr. Process Engineer is responsible for developing, implementing, reviewing, and improving the production process for products within the OCTE group. In this position, you will be designing, verifying, validating, and troubleshooting the processes. The successful candidate is a creative problem solver who can effectively collaborate with other engineering disciplines and stakeholders (Quality, Operations, Program Management, etc.). Responsibilities Develop, write, and maintain manufacturing process & equipment procedures, technical specifications, and user work instructions. Establish engineering labor and material standards for manufacturing operations; monitor performance to the standards and address any variations. Perform feasibility and trade studies, cost analyses, and return on investment (ROI) and cost-to-benefit evaluations. Complete assigned engineering tasks on time and within budget. Organize, prepare, and/or conduct technical design reviews to ensure conformance with engineering design and performance specifications. Perform failure mode and effects analyses to establish and maintain stable processes. Establish and verify new product/process capabilities and new process parameters prior to release to production. Perform capability and variability studies on new and existing processes, equipment, and tools. Provide technical support and clear communications to all users of the process. Monitor and evaluate quality data and develop methods to improve quality levels. Troubleshoot manufacturing processes, techniques, and quality issues; develop corrective actions to maintain acceptable levels of productivity and quality. Collaborate with engineering, quality, manufacturing, operations, and internal and external supply chain personnel to diagnose issues and support continuous improvements. Drive continuous improvements in the areas of safety, quality, delivery, and cost. Support root cause corrective action activities using structured practices such as DMAIC or 8D. Perform other duties as assigned. Qualifications Bachelor of Science in Manufacturing Engineering related science required. 10+ years of Process Engineering experience Previous experience with document control systems, engineering change orders and modification requests required. Lean / Six Sigma Certification and application of Lean / Six Sigma Body of Knowledge is a plus. Must be highly motivated and able to work independently. Proven track record of evaluating existing manufacturing processes and ability to re-engineer those processes to increase throughput, reduce downtime, improve safety, and enhance quality. Proven ability to problem solve, execute, deliver on commitments and drive projects to on time completion. Proficient in the use of Microsoft Office tools. Ability to energize, develop and build relationships with co-workers and cross-functional team members. Strong ability to influence people without direct authority and ability to adapt to a dynamic environment. Excellent analytical skills with the ability to manage projects and develop manufacturing processes for production handoffs. Set and monitor vessel operating budgets. Evaluate skills of shipboard personnel and make promotional recommendations. Responsible for the overall management of repair and maintenance for assigned vessels including routine voyage repairs, regulatory surveys, dry docking shipyard events, emergencies, casualties, and modifications. Attend vessels on regular basis to assure crew compliance to SUBCOM SQE program and to verify vessel maintenance and asset preservation. Minimize out of service periods though proactive maintenance and repairs practices. United State Coast Guard Chief Engineer unlimited license Diesel experience required; Cable Installation experience preferred. Past dry-dock or major repair supervisory experience preferred. Strong computer skills and working knowledge of Microsoft Office products, AutoCad required, 3-D CAD, SolidWorks, & MATLAB preferred. Knowledge of ABS / AMOS / SHIPNET or similar software helpful Knowledge and understanding of American Bureau of Shipping, United States Coast Guard and international regulations and protocols relating to company vessels required. Must be able to obtain a Transportation Workers Identification Credential (TWIC). Must be able to obtain a US Secret Clearance and maintain the status while employed. 30% international travel.
