The Contractor shall facilitate communication with the client, and act as the primary technical, managerial interface between the Contractor and the client's management team. The Contractor, Project Manager (PM), shall provide on- site management according to the agency's direction, administration, documentation, quality assurance, and leadership. The Contractor shall utilize best practices and leverage the Information Technology Infrastructure Library (ITIL), Project Management Institute (PMI), and IT Service Management (ITSM) frameworks to establish a business management approach, discipline, and to be able to perform all the tasks to provide responsive, IT service delivery. The Contractor must be available during normal duty hours and able to meet with client's personnel within 24 hours to discuss problems.The Contractor shall have full authority to act for the Contractor on all contract matters relating to daily operations. In coordination with the client, must establish, collect, and report metrics to evaluate and improve service delivery performance.Develop an integrated master schedule (IMS) incorporating all contractor tasks, projects, plans, activities to show schedule, resources, and objectives.Identify ITSM issues and focus on the highest priorities identified by the client.Service multiple customers with varying requirements. Define, measure, and report relevant metrics to help with fact-based decision-making. Improve efficiency by automating standard tasks and streamline processes by applying lean principles to your work. Unite teams and processes by understanding interdependencies and how they impact one another. Influence the organizational culture to support CSI. The Contractor shall prepare documents such as briefings, point papers, and meeting minutes related to the status of the performance. The Contractor shall provide all deliverables to include referenced documents, contractor-developed and client approved plans, schedules, and milestones. The contractor shall meet stated client requirements and milestones.The Contractor shall submit evaluations and recommendations to the client's point of contact and management team for action.The Contractor shall execute the finalized and client approved Contract Management Plan (CMP). The contractor shall provide CMP updates throughout the delivery/task order performance period as changes in management items occur. The contractor shall update all appropriate sections of the CMP that are affected by these changes. At all times, the Contractor shall operate under a client-approved CMP.The CMP shall address both operational Infrastructure Operations, system engineering, system maintenance, operational IT Security and developmental, Customer Support SD portal development, and the integrated IT Security for system development work tasks. The CMP shall include the Work Breakdown Structure (WBS) and other topics for operational tasks at a suitable summary level. The CMP shall address all topics for developmental tasks in detail.The Contractor shall ensure adequate staffing to complete all tasks on time and make every reasonable attempt to fill any vacant positions described in the Technical and Management Work Plan.The Contractor shall schedule and coordinate a contract Kick-Off Meeting at the location approved by the client. This meeting will be involved with the contract. The meeting must provide the opportunity to discuss technical, management, and security issues. The Contractor shall be responsible for bringing to the attention of the client any problems or potential problems. The Contractor Project Manager shall provide a Monthly Status Report (MSR) that briefly summarizes the following information by all tasks utilizing the specified format. The Contractor shall attend meetings or conferences held at the client's site or other locations as identified by the client and provide timely meeting/conference minutes that detail the results as well detail the impact of the meetings/conferences within a specified timeframe. The Contractor shall deliver all data, compiled and un-compiled data, privilege accounts, service accounts, source code, flow charts, and business processes for all systems and applications.Qualifications and Requirements: Demonstrated experience in IT Infrastructure program / project management and implementation.Highly proficient with Azure Cloud environment. Experience using MS Project and the Systems Engineering Lifecycle (SELC) to plan and execute complex IT projects using PMP best practices, as well serve as an ISSO.Project Manager/ISSO must act as team lead on the following cross-functional IT project teams: Applications, Engineering, IT Operations and Maintenance, and network engineering.Experience planning, developing, implementing, coordinating, and leading project activities such as developing feasible milestones; managing schedule and resources.Experience collecting functional requirements for the purposes of developing detailed plans and designs for delivery of IT solutions.Proven expertise in the management and control of complex information systems architectures involving multiple disparate databases, network, and communications subsystems.Experience in the management of cost, performance, and schedules on contracts.Proven expertise in managing Azure cloud environments.Possess excellent written and verbal communication skills and have experience in presenting material to senior federal officials.Knowledge of FISMA requirements.The ability to effectively organize and manage multiple, complex, and interrelated IT project tasks.Proficient in Microsoft Teams.Experience with project management software such as MS Project or similar. Understanding of government IT regulations, ITIL Service Design, Service Transition, Service Operation.Experience with large scale programs and project management.Cost and financial project forecasts experience. Capacity planning experience. Work in multi-vendor environment in a federated model.Experience with Office365, Azure implementation, and network infrastructure implementation and maintenance.
