Facilitate conversations with business and internal technical staff and contractors to define and document processes, workflows, rules, service levels, visualizations, models and define responsibilities. Ensure Vegetation Management data complies with FirstEnergy's data governance policies. Maintain and administer system access controls for software applications, FTP sites, cloud platforms, databases, and geodatabases. Manage software licenses required for Vegetation Management Solution (VMS) users. Understand, support, articulate solutions, configure, and maintain ArcGIS Enterprise, ArcGIS Pro, ArcGIS Desktop, ArcGIS GeoEvent Server, ArcGIS API for Python, ArcGIS Online, ArcGIS Server portals and related technologies in use. Provide and assist with architecture for report development, data validation, and end-user testing. Assist with resolving technical issues related to enterprise GIS servers using Esri tools and other related technologies. Design, support and edit coding language and stored procedures for relational databases, geodatabases, and data warehouses. Directly support the GIS Vegetation Management Solution (VMS) Leads ,GIS Business Analysts, GIS Mapping Specialists, and other key stakeholders providing technical and day-to-day support for the Vegetation Management users across FirstEnergy. Actively participate in a collaborative work environment while educating and directing others on use of Vegetation Management Solution (VMS), reporting and processes. Troubleshoot and solve problems related to the Vegetation Management Solution (VMS) support. Investigate and resolve system issues, complete development tasks for defects and enhancements as needed to ensure timely resolution and implement changes as needed. Participate and assist with review and preparation of presentations, program training materials, written user guides, training and implementation of the Vegetation Management Solution (VMS) for all users. Collaborate and maintain documentation on proposed enhancements of Vegetation Management Solution (VMS) and its associated applications proposed by the Vegetation Management users group and coordinate their development and implementation with Vegetation Program Management and IT. Perform testing and participate in pilot programs for Vegetation Management Solution (VMS) as needed. Assist with development and integration of new advanced emergent technologies, integrations, and analytics with the Vegetation Management Solution (VMS) system. Provide a high level of service and support through proactive involvement with all personnel in Vegetation Management. Communicate effectively, through verbal and written methods to all internal and external customers. Conduct meetings with Vegetation Management users to solicit their input on challenges, potential solutions, and general business needs with Vegetation Management Solution (VMS). Interface with Vegetation Transmission, and Distribution Program Management Staff, Vegetation Management Solution(VMS) Mapping Specialists, VMS Report Developers, VMS Testing Leads, VMS GIS Business Analysts, Vegetation Oversight and Program Management,, Vegetation Management Leadership, Transmission, New Construction and Distribution Vegetation Management Staff, Super Users and Contractors, IT and Business Intelligence, Supply Chain and other key stakeholders and cross-functional business units as needed. Travel to various FirstEnergy office and field locations for training, support and meetings when requested. Provide assistance during emergencies and storm-related activities as a hazard responder, hazard dispatcher, or damage assessor with potential travel during event. Qualifications at the Specialist level: A 4-yeardegree in Geographic Information System (GIS), computer science or related field along with minimum 4 years of related work experience. Working knowledge of Esri's latest products to include ArcGIS Enterprise, ArcGIS Pro, ArcGIS Desktop, ArcGIS Utility Network, ArcGIS Collector, ArcGIS Geo Event Server ,ArcGIS Online, ArcGIS Server, ArcGIS API for Python, and mobile device/applications usage related to GIS. Experience with geodatabase versioning and replication, utility networks, geometric network ,parcel fabric, and/or additional ArcGIS products not listed above, a plus. Experience with relational database management systems (RDBMS)including Oracle and SQL Server. Knowledge of data structures, data warehousing, SQL, and Python programing. Familiarity with cloud platforms and cloud data management tools. Previous involvement in a large software development project, a plus. Must have full proficiency with computer software applications including Microsoft Office (Outlook, Word, Excel, Access, PowerPoint, OneNote, Teams, etc.). We are currently seeking an experienced Proposal Manager - Environmental within the Global Parts and Service organization to develop complete quote proposals, specifically for General Boiler Parts and Pressure Parts, and/or Burners (individual should be proficient in at least one of these product lines, but preferably more than one). The Proposal Manager reports to the Product Support Manager and may also support requests from our Field Engineering Services, International Replacement Parts, and the Regional Project Manager groups.
