ESSENTIAL JOB FUNCTIONS:  Works under the general direction of the Deputy Chief Financial Officer in directing the financial management functions for the City of Memphis which includes financial accounting and reporting, accounts payables and receivables, supervision of payroll processing and the records management and retention for the City.  Oversees the administration and total reporting responsibility in excess of $2 billion. Evaluates and communicates the financial impact of proposed and/or decreed standards to ensure that the City is in compliance with required standards and that new standards are implemented within the required period for disclosure and reporting. Monitors all internal accounting and financial controls and ensuring compliance with the State of Tennessee Internal Control and Compliance Manual for Governmental Entities. Demonstrates values-based leadership in recruiting, interviewing, and hiring top talent for this critical area of operations, as well as instructing, leading, encouraging and providing resources to strengthen the competency credentials of members of the Finance Division. Reviews current policies, procedures, and processes to develop new initiatives and implement changes and modifications to increase efficiency and effectiveness of the accounting operations.  Provides the strategic continuation of accounting operations to meet the state mandated availability of the official records and financial reporting of the City. Assists the CFO with the annual operating budget by providing review, analysis, insight, and recommendations of the operating plans. Works with the City’s Actuaries to ensure the completion of the annual actuary funding and accounting valuation for all the Retirement Systems and Retiree Health and Life Insurance Benefits (OPEB). Authorized signatory for the disbursements and to represent the City to banks and financial partners and work closely with banking representative to ensure proper safekeeping of the City’s liquid assets. This position can be full-time remote.RESPONSIBILITIES Prepares all aspects of the financial statement package for a set of commercial properties, including creating and posting journal entries, general ledger review and completion of back up schedules.Partners with property managers to ensure financials are accurate and delivered timely.Ensures all expenses, receipts, distributions, funding requests, and other accounting transactions for the period are accurately completed.Reviews and audits financial information to ensure compliance with established procedures and accounting principles.Responds to and resolves issues and requests from management teams and clients. Follows standard policies and procedures to ensure internal and external reporting requirements are consistently met.Participates in budget and forecasting functions for assigned property portfolio.Serves as the primary accounting point of contact to the clients and property managers for the assigned portfolio. Bachelor's degree in accounting, finance, related field, or equivalent experience.QUALIFICATIONS Minimum of 1-3 years of previous accounting experience.Understanding of Generally Accepted Accounting Principles (GAAP).Proficient in Microsoft Office Suite applications.Experience with computerized accounting systems, specifically Yardi and/or MRI, a plus but not required.Effective interpersonal, verbal, and written communication skills.Works effectively in a team environment through collaboration and partnership.Customer service oriented mindset.Ability to analyze and problem solve effectively.Detail oriented with a strong focus on accuracy
