JOB DESCRIPTION The Chief Technical Officer, Workers Compensation Claims, provides technical guidance on large and complex losses within the WC Discipline. The position is responsible for establishment of best practices, work processes and transformation within the WC technical claim handling teams. This leadership role works in close collaboration with the WC Claim regional leaders and the Chubb Underwriting and Actuarial teams to develop strategies to mitigate claim exposures, recognize and report on trends and emerging issues within the line of business. This position will work a 3/2 Hybrid model out of either our Chicago, IL, Los Angeles, CA, New Haven, CT, Alpharetta, GA, Dallas, TX or Philadelphia, PA or Jersey City, NJ offices. Major Responsibilities of the Job: Lead technical resource for the entire WC Discipline. Maintain oversight of all severity claims in tower with exposure over regional authority - including all EWS and pipeline matters. The CTO will drive committees and interpretive reviews of coverage, litigated and other complex matters within the discipline. Work closely with tower leader with respects the delegation of authority to all claim handlers and supervisors and managers. Establish practice, processes and protocols where appropriate to assure consistency in claim handling approaches across the WC Claims practice. Regional Executive Directors have matrix reporting relationship to the CTO for technical results, training and SME support for key work process and transformation improvement. Responsible for identifying and maintaining oversight of all systemic/emerging issues. Work closely with Tower leaders and RMs to ensure these issues are being properly managed and reported to Senior Management. Ensure consistent strategy on matters where the company has multiple exposures, and provide thought leadership for developing strategies for handling the company's most complex matters. Serve as lead liaison between WC Direct Handle Claims organization and underwriting (PRS, SCI and CI). Work closely with Tower Leaders to identify trends and report appropriately to Underwriting. The CTO position will be responsible for coordinating with claims personnel, underwriting and actuarial on all profitability studies and reserve studies. Responsible for all aspects of Best Practices development and execution within the WC Claims Discipline. Work closely with the audit team and Discipline Leaders to ensure BP deficiencies are being identified and corrected. Work closely with Discipline Leaders to implement effective training to address BP or other deficiencies noted in the Audit process. Work closely with Tower leaders to build a consistent approach to training across the organization. In addition, build a repository of training materials that will ensure a consistent and repeatable process. Provide technical input to supervisors and managers conducting handler performance reviews. Leadership Provide strong leadership as part of NA Claims leadership team. Build and develop organizational talent. Develop and execute strategies to create and maintain a dynamic and positive work environment and culture that enables staff to develop personally and technically. Foster clear and consistent communication for the line of business on a regular and consistent basis. Provide strong Leadership on key projects and initiatives that make significant impact on the line of business. Quality/Technical Management Drive claim teams/units to deliver better outcomes both in loss and expense. Improve Large Loss Management Communication - accuracy and clarity of large/complex loss notifications, presentation of claims to Executive Committee or to Underwriting. Ensure compliance with state and federal regulatory requirements as well as internal operational standards. Demonstrate knowledge of severity files and trends Enhance marketing strategies and capabilities for all units within the line of business. Ensure team's compliance with all service expectations and standards including development and implementation of actions plans as necessary to address deficiencies or training opportunities as identified by the audit process. Manage communication consistently with business partners on claim strategy, trends, loss notification and reserve committees. Lead efforts to collaborate with UW to promote producer and client relationships. KNOWLEDGE AND SKILLS Required: Strong leadership and management skills, ability to work with cross functional business units to achieve goals Strong communication skills and the capability of communicating at all levels within the organization. Experience, expertise and direct knowledge of workers compensation claim services, technical expertise and jurisdictional knowledge. Strong analytical skills and knowledge of internal tools to acce3ss claims data and ability to analyze claim trends and report on jurisdictional changes. Catastrophic claim management expertise and oversight. General industry trends and knowledge of legislative activities with regard to the workers compensation industry. REQUIREMENTS Bachelor's Degree in related field 10 plus years of workers compensation claim experience at all levels; management experience a plus. Proven ability in the use of metrics and data to drive performance, assure continuous improvement, and increase efficiency. Proficiency in designing, implementing and maintaining claim strategies, procedures, and products to provide claim teams the most effective tools and resources possible. High level of personal accountability and ownership Strong organizational, critical thinking, prioritization, problem solving, analytical and quantitative skills.
